NASA says Artemis II report by its inspector general is unhelpful and redundant

From Ars Technica:
“… This week's report from the inspector general—an independent office charged with investigating crime, fraud, waste, and mismanagement involving NASA programs—provides some additional details but does not change the overall conclusion. The unresolved issues with the heat shield pose a significant risk to NASA's plans to launch Artemis II in September 2025. …”

"However, the redundancy in the above recommendations does not help to ensure whether NASA’s programs are organized, managed, and implemented economically, effectively, and efficiently."

NASA continued handing out of cost+ contracts, budget extensions literally without any progress shown (for decades now), no oversight that matters and a general show of bureaucratic BS and cover my tush is why other countries are about to be the leaders in the space field.
The shuttle was designed while still flying Apollo missions, what has been done since?
Some nice refractors, eyepieces, mounts and related equipment
